## Retaining wall situations in Alpine

### A footing cut into rock

Bedrock lies within a meter of the surface at 90% of USDA sample points in Alpine, so the excavation method is planned before the wall is sized.

### A tall wall on a steep lot

About 45% of a sample of Alpine falls on slopes over 25%, where one tall wall and two terraced walls are compared before design.

### Hand-carried materials at the top of a slope

Where equipment can't reach the wall line, block and gravel are carried in, which sits at the high end of segmental wall pricing.

On most Alpine lots, a retaining wall gets planned from the rock up: a USDA soil survey sample puts bedrock within a meter of the surface at 90% of points, the highest share of any area sampled for this site. [Batterline San Diego Retaining Walls](https://batterlinesandiegoretainingwalls.com/) offers and manages [hillside retaining walls](https://batterlinesandiegoretainingwalls.com/hillside-retaining-walls/), [stone and boulder walls](https://batterlinesandiegoretainingwalls.com/stone-and-boulder-retaining-walls/) and repairs in Alpine and Ramona, both unincorporated, with permits through County Planning and Development Services.

## Rock and slope set the design

The ground is steep as well as rocky. In the same sample, 85% of points sit on slopes of 15% or more and 35% on slopes of 30% or more, and about 45% of a separate sample falls on mapped slopes over 25%. The most common mapped unit is Cieneba-Fallbrook rocky sandy loams on 30 to 65 percent slopes.

That combination drives two decisions. The first is how the footing trench and gravel drain zone get dug, because cutting into rock changes the equipment, the pace and how deep the footing can practically go. The second is the wall’s height: on a steep, rocky slope, one tall wall needs a deep cut and a wide reinforced or drain zone behind it, so two or more terraced walls are often compared against it, and sometimes regrading. The guide to [a retaining wall versus slope grading](https://batterlinesandiegoretainingwalls.com/guide/retaining-wall-vs-grading/) covers that trade-off, and the [canyon lots guide](https://batterlinesandiegoretainingwalls.com/guide/retaining-walls-on-canyon-lots/) covers access, which on Alpine lots can mean hand-carried block and gravel.

Clay is less widespread here than rock: 60% of sample points show moderate or higher shrink-swell, 23% high. Where it sits behind a wall, it adds pressure when wet.

## County permits and inspections

County bulletins PDS 083 and 084 require a permit for retaining walls except those under 3 feet, measured from the top of the footing, that hold no surcharge. Their prescriptive grouted block designs use 4-inch drains every 6 feet with at least 12 inches of gravel, footings at least 12 inches into undisturbed soil or 90% compacted fill, and an assumed soil bearing value of 1,000 pounds per square foot. A foundation, driveway or parking within one wall height of the top takes the wall out of those designs and into a licensed engineer’s or architect’s hands. Inspections follow the footing, pre-grout, drainage-before-backfill and final sequence. County PDS building permit records list 19 retaining wall permits with an Alpine mailing address issued between January 1, 2019 and December 5, 2023. A failing slope needs [slope repair](https://batterlinesandiegoretainingwalls.com/slope-repair/) first.

## Ramona and the inland backcountry

### Ramona

Ramona is also unincorporated and County-permitted, on similar granitic ground with a flatter town core. Cieneba-Rock outcrop complex on 30 to 75 percent slopes leads the mapped units, bedrock within a meter shows at 47% of USDA sample points, and 14% of a sample falls on slopes over 25%. The weather is different from the coast: the Ramona Fire Department station averages 14.42 inches of rain a year, 83% of it from November through March, and about 27.7 nights a year at or below freezing (NOAA climate normals). More rain means more work for a wall’s [drainage](https://batterlinesandiegoretainingwalls.com/retaining-wall-drainage/). County records list 18 retaining wall permits with a Ramona mailing address in the same January 1, 2019 to December 5, 2023 window.

A first visit in either community measures the wall’s length, exposed height and height from the top of the footing, notes type and condition, and checks drains, the load above, access and old permits. The [permit guide](https://batterlinesandiegoretainingwalls.com/guide/retaining-wall-permit-san-diego/) and [cost guide](https://batterlinesandiegoretainingwalls.com/guide/retaining-wall-cost-san-diego/) cover County steps and fees.

## Alpine retaining wall questions

### Does shallow rock make an Alpine retaining wall cost more?

It is one of the main cost drivers. Where rock sits within a meter of the surface, the footing trench and drain zone are cut into it, which changes the equipment, the time and sometimes the wall type. It is priced from the rock and access found on the lot, not as a set figure.

### How tall can an Alpine retaining wall be before it needs a County permit?

County bulletins require a permit for retaining walls except those under 3 feet, measured from the top of the footing, that hold no surcharge. The County's zoning handout words it as every wall higher than 3 feet, so a wall right at that height is confirmed with County Planning and Development Services. A driveway, pad or slope above a shorter wall changes the answer.

### Does a Ramona retaining wall need a County permit?

Yes, on the same terms as Alpine. Ramona is unincorporated, so County Planning and Development Services issues wall permits, and the County's prescriptive block designs apply only where nothing heavy sits within one wall height of the top and the soil meets their assumed bearing value. Other walls need a licensed design.

### Do freezing nights in Ramona change how a retaining wall footing is built?

Not through a frost-depth rule. The Ramona Fire Department station averages about 27.7 nights a year at or below 32 degrees (NOAA normals), far more than the coast, but the County's wall bulletins set footing sizes without a frost-depth requirement.

### What does a block retaining wall cost on an Alpine hillside?

A grouted, reinforced block wall with a stucco or stone finish typically runs about $120 to $220 per square foot of wall face, including footing and steel. A segmental block wall runs about $40 to $140, higher with geogrid or hand-carried materials. A County permit adds about $1,020 over the counter or about $2,700 with full plan check.
